Paper Abstract:
|
The concept of smartness gains more and more significant importance in public sector transformation and the governments
are beginning to take the paradigm of electronic government to a new stage to engage with citizens, co-develop policies,
adopt creative thinking, enable a citizen-centric public service, and adopt innovation as a core value to raise the quality of
life of citizens and enhance economic growth. In this respect, this paper performed a comprehensive literature review
analysis to the identified smart government approaches. The Most important outcome is a Smart Government Strategy
Meta Model which shows that Smart government is a whole effort which can be thought of in terms of three paradigms:
1.Smart participation approach 2.Competentness approach 2.Entrepreneurial approach. These three pillars rely on three
enablers: Data, Smart capabilities and innovation. |
