Paper Abstract:      The use of information and communication technologies (ICTs) in teaching and learning offers the opportunity to universities and colleges to deliver programmes to broader audiences without time or place limitations. This paper aims to identify the factors that an educational institution needs to consider during the design and implementation of an e-learning programme and suggests a set of guidelines that summarise all the above factors.
