Paper Abstract:      An architecture model of inter-administrative cooperation for Spanish autonomous parliaments based on different layers of functionality is presented in this paper through the WebSpanishParliament project (WebSP) in order to perform one of the major initiatives of COPREPA (conference of presidents of autonomous parliaments from Spain). The goals of this initiative involve the sharing of information among legislative institutions, the increasing of productivity through higher operational efficiency, the offering of better quality services and organizational innovation through the use of information and communication technologies (ICT). The development of the present project is based on three major concepts: (1) the use of standard initiatives, (2) resources that enable management of different languages and (3) the use of Web services technology solutions. The standard initiative approaches were proposed in order to facilitate the access among heterogeneous systems. Management of different European languages was projected for interacting among different European institutions and Web services technology solutions were proposed as wrappers that enable access to and interoperability amongst legislative services.
