Paper Abstract:      This paper evaluates the formal digital access channels for exercising involvement of the users in the governance of local governmental institutions. The paper is based on an analysis of web-based channels for user and citizen involvement in decision-making processes within the areas of eldercare, childcare, schools, and municipality councils. Rather than painting an idyllic picture of citizen digital access to information and interaction, our analysis of three Danish municipalities suggests that the public sector has made no or very limited digital progress along the governance avenue.
