Paper Abstract:      With a critical view of the traditional method of international relations education at the academic centers in developing countries, this study aimed to design a model for international relations virtual education and implementation of distance education based on novel information technologies. It has been previously shown that distance education and the use of Information and Communication Technology in the process of education can very well be explained through a constructivist approach. In fact, explaining the role of ICT in the process of education is only possible through a constructivist approach to learning. This study used descriptive-analytical methods and the inferential methodology has been used to reach the goals of research. Data has been collected by using library and internet sources as well as news sources on the basis of objective data and available evidence.
