Paper Abstract:      The service-oriented approach has been a progressing trend and the attention is focused on quality and efficiency of services and e-services. The prerequisite for services going into the Internet is a clear understanding of the nature of the service offered. This paper focuses on problems related to the formation of the service-oriented way of thinking. The authors of this paper have been working in development and implementation of e-governance software since 2003 in about 100 local authorities and this paper is based on local authorities’ study cases. By now, there preconditions have been created in Estonian local authorities for paperless and service-oriented governance but the activities related to rendered services going into the Internet are continued. This paper focuses on the analysis of factors and conditions necessary for achieving this goal.
