Paper Abstract:      This paper reports on a research project that seeks to investigate academic librarian involvement in information system strategic planning (ISSP) in Syrian governmental universities. The radical changes in information systems and in higher education organisational structure affect uses of information by both staff and students. These changes imply different modes of interaction, access to information and information seeking behaviours. These in turn are transforming the ways higher education institutions look at organizational planning in general and ISSP in particular. The paper presents a research project which aims at addressing different facets of questioning the traditional technology deterministic attitude in ISSP and proposes an alternative centred on information needs and services that meet those needs. The project also aims at studying the role of the academic librarian in facilitating that approach and influence information architectures and designs. Specifically, the paper focuses on Syria, a country that has made considerable progress in adopting and exploiting IT. Moreover, the research focuses on Syrian governmental universities as incubators for the National economy.
