Paper Abstract:      In order to develop and improve of each society, the adaption with new world scientifical, economical and technological conditions (New paradigms) is necessary and unavoidable, of course this adaption must occur as soon as possible. Therefore, survival secret and the future success for each society depends on adaption with changes, flexibility and agility. The basic changes will occur when the people and physical, economical, cultural and special conditions together change into the basic goals. It certainly involves the adaption with e-learning paradigm. Applying the experiences of developed countries will be very useful if we use the patterns. In this article, with the focus on culture as one of the most important challenges in order to apply one of the new useful informational and communicational methods and e-learning education, with using one double dimensions matrix draw the conditions of the most countries towards e-learning education. Then, it is emphasized on change management towards increasing applications and decreasing undesires with offering the model of decorative waterfront and backward decorative waterfront.
