Paper Abstract:      To fully develop the Digital Single Market requires the breaking down existing barriers in all areas; one area being procurement. To this end the European Commission has commissioned the development of the European Catalogue of ICT Standards for Public Procurement. Initially covering the areas of eGovernment/eBusiness, Intelligent Transport Systems, Smart Energy, and Cloud, this living resource is being developed to assist those tasked with procuring goods and services for public bodies by providing them with information on relevant standards they can include within the technical specifications of their tenders. Emphasis is placed on open standards, and those that appear within multiple existing national catalogues of standards. The goals of the European Catalogue are to increase interoperability of solutions, reduce vendor lock-in, and increase efficiencies within Europe’s 3+ trillion-euro public procurement market.
