Paper Abstract:      The process and quality of policy-making affect the citizens at several points during the course of the execution. The inclusion of citizens is nowadays a focal point in policy-making, especially together with preliminary impact analysis. Current policy-making practice suffers from several problems which undermine the productive operation of the process. The concept of interactive policy-making is a significant step to broaden the inclusion of citizens, as well as to support preliminary impact analysis. The method can be promoted by several ICT tools and methodologies. In this paper the process of interactive policy-making is presented in a life cycle approach, together with the major supportive tools which can be used during the process. Major challenges concerning the concept are collected in order to draw attention to the questions necessary to answer.
