Paper Abstract:      Web content filtering and blocking systems has been a controversial issue in the last few years. Many of these systems are used by oppressive regimes in order to block user accesses to content considered malicious or against their own government. The main issue surrounding these systems is focused on revoking user accesses rights and privacy, while these attempts to access intentionally blocked content. Such manipulation can change users Internet experience by reversing one of its fundamental principles which is a publicly available global network of information. However there are application areas where filtering and blocking Web content might be essential. This issue is a concern of either oppressive or non-oppressive regimes. For example, blocking commercial child abuse content such as pedophilic Web portals is a remarkable concern for everyone. In this paper we first analyze the main actual filtering methods pointing out its benefits and disadvantages. Then we describe Sisbloque, a Web content filtering and blocking system to be used mainly is ISPs (Internet Service Providers) or large companies or institutions, that presents an enhanced filtering mechanism and a novel mechanism called forge/forward.
