Paper Abstract:      The aim of this paper is to elaborate a collaborative model for developing content in e-learning systems, based on security level. We use groups and roles for sharing protected knowledge management and particular Web educational resources among organizations. Service provider and security enhancement give a proper resources management in our collaborative model, distributive management of user membership in a group in one organization (companies and universities). Main concepts are group management and role management implementing with a low cost solution, based on user authentication and user authorization on a protected resource in one organization, determined by user group membership. The prototype was implemented for a blended e-learning system, based on three tier architecture and technologymediated blended e-learning activities. For collaborative approach we provide functions such for group management, group collaborative learning, accessing shared resources (courses and collaborative documents).
