Paper Abstract:      The paper proposes a new rate-estimation metric instead of the mean of absolute difference (MAD) in the H.264/AVC specification to improve the bandwidth utilization. It is called DCT-spectral bit-amount abundance (DBA) that to compute DBA costs no heavy burden in the rate controlling. The DBA of macroblock (MB) can not only have a good mapping of coding bit count and, particularly, but also be well-predicted from a predictive MB found in the decoded reference frame. The QP decision by the rate-quantization-complexity R-Q-C equation constructed by DBA is quite effective. For complying with a one-pass type of video-coding, the rate controller uses the predicted value of DBA from the stored frame rather than the actual one under one-pass constraint in rate-controlling. So, we also address an efficient matching method using a circle-contrast mean vector (DCMV) to find the highest-correlation predictive MB of coding MB (CMB) for proper DBA estimation. Experiment results show that the proposed rate controlling applying DBA searched by DCMV to H.264/AVC can quite outperform the rate controlling suggested by JM15.1 in terms of PSNR and buffer fullness stabilization with negligible extra computational load.
