Paper Abstract:      This paper discusses a methodological framework for techno-economic evaluation of providing advanced telecommunication services in rural and peripheral areas. In the initial part of this paper all the necessary steps to produce a techno-economic evaluation of advanced telecommunication services are identified considering both demand and supply aspects. The application of the above methodology is applied afterwards to four rural areas in Portugal. Economic outputs concerning telecommunication project investments are presented, for several access and distribution technologies: ADSL (Asymmetric Digital Subscriber Line), VDSL (Very high speed Digital Subscriber Line) and LMDS (Local Multipoint Distribution Systems); these results are achieved with the support of a custom-designed techno-economic tool. The results show that in some of the regions under consideration – Alentejo, Douro, Bairrada and Minho – market forces by themselves are not enough to the uptake of the advanced telecommunication services. For these to have a positive impact on the customer, some stimulation mechanism (in our study tariff subsidisation) is required, in order to counterbalance the low willingness to pay of these rural and peripheral clients.
