Paper Abstract:      Japan has a strong public health system but this is being burdened by the increasing load brought about due to the ageing society. Utilizing Electronic Health Records (EHR) is one of the potential methods to assist in lightening this burden. Despite this the implementation of EHR into the public health system is not progressing as expected. In this paper a policy comparison between Japan and Taiwan was conducted in relation to EHR. There are three recommendations stemming from this paper, firstly is to improve the environment this includes the standardization of electronic health record data and consensus of citizens. Secondly, this paper highlights the importance of investing in human resource training and acquisition. The last recommendation is to implement up-to-date and frequent national assessments of EHR progress.
