Paper Abstract:      Most visually impaired people use a screen reader when using a computer. However, numerous problems are encountered when using screen reader. One of the problems is the reading order of a webpage. Current screen readers basically read aloud the webpage from top to bottom, left to right. Webpages have structures, and information is emphasized by color and size. Normally, when sighted people read a webpage, they decide the reading order by referring to nontext information such as color and structure. In this research, we propose a method to determine the reading order on the basis of the saliency of each element of the webpage and the structure information of the webpage, such as menus and layout patterns.
