Paper Abstract:
|
The H.264/SVC video coding standard can achieve considerably higher coding efficiency than other existing salable video coding schemes. The coding efficiency is principally due to the use of Lagrange optimization framework for rate control. Key frame quantization parameter (QP) selection is critical for the video rate control efficiency. In this paper, we propose an adaptive QP selection for key frames in H.264/SVC Lagrangian optimized rate control algorithm. Experimental results show that the proposed method gives a quality improvement of about 0.2 dB when compared to the original H.264/SVC reference software and depresses the quality fluctuations. |
