Paper Abstract:      There are more and more public institutions and organizations in which the public demands the use of computing resources within the installations. Those especially sought after are services such as Internet access, an essential tool in the current age. Putting these resources and services at the public’s disposal also requires having some type of device that guarantees the appropriate use of them. It is necessary to incorporate new capacities that allow the different users that will be able to access the resources to be validated and control the time and manner in which they make use of the services. Furthermore, it is extremely important to avoid the violation of the security of the organization’s computing environment at all times. In this article, a resource control system that offers a solution to this problem is presented. The system, which we have named IRIS, monitors the use of the resources of an organization network and supplies services for the self-regulation of these resources on the part of the users themselves. IRIS has been designed using the newest technologies for the development of application. The system is based on the Microsoft .NET technology and is integrated in the Windows 2000 Server Active Directory structure.
