Paper Abstract:      This paper describes an idea of a service-oriented architecture in an e-state model that aims to use cloud storage functionality for a digital archive for long-time retention of digital objects of the public sector. This architecture is based on different solutions such as Records Management System, X-road, Document Exchange Centre and other solutions used at the local level in Estonia. All these IT solutions can communicate with each other and should use universal client application for data transmission. The infrastructure, system architecture, data transmission, archiving processes and services are specified according to this principle. This paper concludes with a discussion of the advantages of service orientation for this project and, based on this, makes recommendations for similar projects with an infrastructural component, undertaken by local governments.
