Paper Abstract:      The use of ICTs to share information is now a celebrated phenomenon in governments across the globe. Governments are engaged into revamping information sharing strategies to consider using ICTs leading to the espousal of electronic government and e-services generally. However, in Namibia inter agency and intra agency information sharing processes in the government departments are not fully explored. Namibia is divided into administrative regions with different environmental settings. Information sharing is taking place between and within all administrative levels. The paper divulges Activities Driven Needs Analysis (ADNA) as a method for data analysis. Exploring intra and intergovernmental information sharing processes using ADNA method has potential to benefit the government in different ways. These include detailed description of services and information flows, identifying stakeholders and improving software engineer understands on how information flows between stakeholders. Therefore, this work in progress describes Technology-Organization-Environment (TOE) theory as an underpinning theory to information sharing study and ADNA as data analysis method.
