Paper Abstract:      This article presents the combination of three different techniques for interpretation results from the application of a structural analysis method to choose essential variables in the processes of access, use and adoption of Information and Communication Technologies (ICT), in order to select those that can achieve a bigger dynamic of the system; meaning that the selection is based on the variables that can modify the system with less effort. The selection of dynamic variables is for a specific urban region in a developing country with low penetration of this technologies, although due to the globalizing characteristics of ICT this article cannot lose sight of the international development. The methodology has two phases of structural analysis narrowing the quantity of variables that will be selected to build the computational model of the system.
