Paper Abstract:      Internet Governance has been recognized by governing policies of Internet address and domain names. But in decentralized environment, Internet governance is emerging as a new governing tool with which the Internet users solve the problem invading such as cybersecurty, spam privacy. We regard the terms governance as the enabling dimension including organized and cooperative activities between different stakeholders. That is, the multiple governance actors participate in multi-level governance parties and solve the problem with multiple governance tools. This paper introduces governance mechanism focused on side-effects of ICT, represented by hacking, viruses, spam, privacy intrusion. And we analyze these issues in view of decentralized modes f governing.
