Paper Abstract:      The content of education and training is constantly changing in the case of Vocational Education and Training (VET) where the rapid technological and fast labor market shifts accelerate the process. Therefore educators must offer new insights regarding modern learning outcomes, especially in the ICT environment. Our new model entitled Open Content Development (OCD) focuses on a collaborative technique that allows the participants to create and use their own materials within the framework of a cloud service supported by e-learning and web technologies. Open online contents are innovative in a sense that they guarantee the essential openness, visualization, and eliminate the restrictions of traditional technologies. Our post-graduate students have contributed to our OCD research as evidenced in SysBook.
