Paper Abstract:      Evaluation of new information and communication technologies (ICTs) in health care constitutes an essential condition in order to assert their added value for health care services delivery. Furthermore, evaluation should provide a primary source of information for decision-making with respect to technology development and diffusion. ICT projects have the capacity to support and transform the organisation of health care. Moreover, these projects take place in a constantly evolving environment. Thus, specific issues and actors that shape the health care environment deserve attention. In this article, a set of core elements that compose ICT evaluations is presented. Then, strategies to increase utilisation of ICT evaluation knowledge in decision-making are reviewed. Finally, a strategic framework for useful and usable evaluation of ICT projects is proposed.
