Paper Abstract:      The development of value added community projects are some of the most complex involving information systems. Activities beyond those of the traditional development life cycle can interfere and affect the progress and completion of such projects. The risks inherent in complex projects are very much present here although the relative importance of those can vary depending on the sector within which the project is executed. This paper discusses the experimental work undertaken to verify a risk list relevant to VAC development projects by eliciting expert opinion across developers in two sectors: business and local authorities. The risks have been verified, evaluated and ranked and their relevance to the two sectors studied. Differences across the two sectors have been identified and confirmed. Further work including plans to establish and use a risk metric in project estimation by analogy is discussed.
