Paper Abstract:      Competence development and competence modelling are seen as innovative and important approaches to improve quality of education, training and learning in general. This requires the definition of competence maps for specific domains, and leads to the conversion of performances shown by individuals into competence levels. Competence levels can be expressed in numbers and thus be processed by computer applications, taking important decisions in human resource management (HRM). The article presents an evaluation framework to compare HR decisions taken by a computer application with those taken by HR managers in an industrial partner. In addition, concludes if the concept of mathematical processing of competence levels leads to additional insights for HR managers.
