Paper Abstract:      In many universities in developing countries, since one teacher has to instruct a large number of novice programmers, many novice programmers cannot get supervision in a timely fashion in programming exercise classes. We introduce a collaborative learning environment using a voting mechanism that encourages students to seek solutions to their problems from their classmates right at the beginning of the semester. The experiment with 50 novice programmers at Danang University in Vietnam shows that our environment especially improves the initiation of collaboration among students.
