Paper Abstract:      The purpose of this study is i) to investigate the driving factors and barriers of the adoption of Information and Communication Technology (ICT) from an outsourcing ICT perspective and ii) to develop an ICT adoption model for small and medium sized enterprises (SMEs). The sample SMEs collected for the study have used ICT service platforms, such as accounting and management programs for e-business developed by ICT consortiums, which is an ICT outsourcing agent established with the support of Korean government. The study categorizes the factors influencing the adoption decision of SMEs into four groups: technology, organizational environment, business, and government related factors. The major contribution in this study is the discovery that cost and technology availability barriers are the most crucial factors among the SMEs using ICT. Among the business related factors, outsourcing elements in the SMEs are emerging as influencing factors in the adoption of ICT with the support of the government. In addition, the government related factors are very important in the reduction of the main barriers and the creation of the atmosphere of ICT adoption in SME sector.
