Paper Abstract:      Today there are numerous electronic services accessible through computers. Most of them are connected to buying and selling goods, but there are also services provided by public sector organizations. The development of these services – called e-services - involves a number of actors. The e-services may be information oriented in the beginning but allow transaction processing and more complex transactions in the future. The argument here is that it is not the sophistication of technology that is critical here; it is the added value of the services as seen by the user which is in a central role in the adoption of e-services.
