Paper Abstract:      Privacy is an important rationale for data protection. However, the concept of privacy is not without problems. In this paper, we argue for a new perspective on data protection. This perspective considers data in the context of a communicative setting. This perspective is applied to a specific data protection problem that is not easily dealt with from a privacy perspective, that is, the problem of the dissemination of statistical data by National Statistical Organizations.
