Paper Abstract:      In recent years in Czech Republic there has been steady increase in usage of ICT in many areas. The hardware equipment of general population, business subjects and government administration has improved dramatically. This caused a shift towards higher degree of digitization of government administration. Government information systems were or are being developed that facilitate electronic communication between citizens or businesses and state institutions. One of the new information systems handles communication between farmers and Czech Ministry of Agriculture. The ministry tasked our research team to analyze this information system in terms of usability and operability and to examine end user interactions with this system in detail. Usability testing will be conducted to gather data about user-system interaction when users are performing various tasks. Processing this data will help determine flaws and weak points of the system where users experience difficulties or get stuck. These parts of the IS can then be reworked or optimized for easier operability. This paper provides some basic information about Czech agrarian background and establishes basis for further research in terms of methodology proposal for data analysis. It also includes some partial results and initial conclusions from pilot testing that took place in specialized usability laboratory during 2016.
