Paper Abstract:      In this paper we present a recently started research project called DashGov. The aim of this project is to develop an integrated instrument for the evaluation and improvement of the performance of e-government applications, based on indepth and systematic measurement and knowledge of user demands. This dashboard will be used for both pre- and postlaunch evaluation of e-government applications (on the supply side), based on the study of needs and expectations of citizens and businesses (the demand side). New information and communication technologies (ICT) provide government authorities with a wide range of opportunities to enhance and extend their services. It is crucial that eGovernment is based on a user oriented approach. Therefore, a successful eGovernment policy requires a profound understanding of the needs, interests and expectations of citizens and businesses. This paper will briefly introduce the approach adopted in the development of this eGovernment dashboard within this research project.
