Paper Abstract:      Eduroam, the world-wide de-facto standard wireless LAN (WLAN) roaming system for research and educational institutions, has been operated in Japan since year 2006. Since Japan has much more universities and colleges compared with European countries, we designed a new centralized authentication system called Delegate Authentication System (DEAS) to reduce the deployment and operational costs at both the national operative body and the institutions, and the system has been used successfully for years. On March 11, 2011, we experienced the Great East Japan Earthquake, and the eduroam in Japan has been proved to be useful as a communication means while the telephone lines were heavily congested and almost unavailable. However, DEAS was affected by a long interruption of electricity. In this paper, we describe our experiences during the great earthquake, aftershocks and their aftermath, show the effectiveness of eduroam under natural disasters, and introduce a new cloud-based, disaster-tolerant DEAS architecture design. DEAS is a PaaS (Platform as a Service)-style eduroam IdP (ID Provider), and expected to be quite useful especially for countries having a large number of institutions.
