Paper Abstract:      The aim of this paper is to present preliminary results of a research concerning the use of public access to information and communication technology (ICT) in Brazil. Based on a survey conducted in 2007 in three Brazilian cities hosting at least one telecentre, such survey aimed to identify the characteristics of telecentre users and non-users, as well as their reasons for using it (or not). We discuss such findings exploring the drivers of the decision about being a telecentre user or non-user. This is an on going study and a new survey will be conducted in order to validate those driving factors and to evaluate whether a new range of ICT-based public services would promote telecentre demand. At the completion of the study, we expect to have new insights over how to improve the attractiveness of ICT public access as they are one of the main resources used by government policies to bridge the Brazilian digital gap.
