Paper Abstract:      ICT today allows users to play an active role as information consumers, producers and owners. However, villagers at the base of the pyramid (BoPers) have not been able to move much beyond the traditional role of passive consumers of information. Many of the efforts to resolve this problem focus on increasing villagersÂ’ access to facilities and on training in ICT use. However, appropriate contents are limited and the villagers do not develop the actual contents they use, nor do they own or profit from them. Yet they are the ones who have the most to communicate about their village, and it is they who should own and profit from the information. The approach outlined here is to motivate villages to act on their own behalf through the framework of One Village One Portal (OVOP) where they can experience the benefits of ICT firsthand. By using the proposed framework, local village information entrepreneurs can contribute to solving local and global problems. This paper introduces the OVOP concept, its architecture, and its potential social impact. A business model for OVOP is also presented.
