Paper Abstract:      In most learning systems, content and activities are presented in a static way without concern for learners, their objectives and characteristics. However, customizing the environment to learners improve the learning process quality. There are several adaptation approaches of E-learning environment such as; adaptive hypermedia system, semantic web, ect. In our proposed system, we adhere to competency based approach (CBA), and we believe that the adaptation relevance depends on the adequacy of the information collected through a personal diagnosis. This diagnostic takes place through an adaptive test using the Item response theory (IRT) in a formative approach. This intelligent test, administer items in an appropriate order in a short time and produces relevant results. Thus learning system can lead the learner to gradually acquire a competency taking into account its needs and predispositions. To achieve this goal, we adopt a developed cycle of the formative assessment and our enrolment in service-oriented architecture.
