Paper Abstract:      This article deals with the theoretical looking for the conditions of being a good citizen in the digitally evolved environment and its final indices as we named the digital citizenship. The existing studies have focused on the ICTs using skills and ethical behaviors on the Internet as the main components of the digital citizenship. With the emergence of the social network services (SNS) like Facebook or Twitter, however, sociocultural values of participation and mutual communication have great weight in the citizenship. The SNS creates new norms in the way we act, share something and form the relationship while more than five hundred million people are logging in the SNS. The focus of the digital citizenship has shifted onto the emotional communication and social participation as the civic activity as well as the issues of skill and ethical use of ICTs. Considering this, the authors suggest four main areas of digital skill, digital ethics, digital sensibility and digital participation as essential conditions for the digital citizenship. The authors also verified the validity and reliability through the sample survey with the related items to design the specific indices that make up these four areas. The authors finally drew four areas and ten sub-indices as the conditions of a good digital citizenship. The Delphi survey towards 35 experts was conducted to set the weight of these indices.
