Paper Abstract:      This study was designed to develop teaching and learning principles to guide in the facilitation of higher levels of e-learning. The research framework used Zetterberg’s (1962) model for change followed by a validation process. The outcome was the development of nine principles that facilitate higher levels of learning in Net-based e-learning environments. The principles are divided along the two dimensions of teaching and learning.
