Paper Abstract:      More frequently Regional and Local Authorities (RLA) in the European Union (EU) need Information and Communication technologies (ICTs) as tools to improve interaction and communication with citizens, including projects and strategies related to e-democracy activities in government agendas. This paper presents a list of key e-democracy factors that can used by RLAs to define strategic projects in e-democracy frameworks, and to support IT-governance (Information Technology-Governance) models in the design and implementation phases of those strategic projects. A real-world application of these factors in a Parliament is featured in this paper.
