Paper Abstract:      E-services can be best described as services offered by governments and organizations via the Internet. The aim of this paper is to assess how good e-services are for illiterate users. As a case study, we have chosen to evaluate the usability of e-services in Saudi Arabia. To do so, we first design a general assessment form that developed specifically to evaluate the usability of e-services for uneducated users. Then, the assessment form was used to collect and evaluate 116 e-services in Saudi Arabia. Our results show that the majority of the covered e-services were not suitable for illiterate users. Almost all e-services are not text-free, they rely on using text to communicate and use these services, which make them unsuitable for illiterate users.
