Paper Abstract:      The emergence of digital government is creating a new paradigm for collaboration among governments and government agencies empowered with cutting-edge computational tools. In this paper, we describe the concept and architecture of virtual transnational collaboration grids for achieving this collaboration. We also describe the design and implementation of a distributed query processor to demonstrate the querying of heterogeneous immigration-related data of participating countries. Its integration with an Event-Trigger-Rule (ETR) Server enables the sharing of information resources, the timely notification of events, and the enforcement of government regulations and constraints to achieve close international coordination among governments and agencies. We also demonstrate the use of events, triggers and rules in three scenarios.
