Paper Abstract:      According to the 2004 Sloan Consortium report, distance education is the fastest growing sector of higher education. Quickly-evolving mobile devices and telephony communication will make mobile learning an important new dimension to this growth. Key to effective use of mobile communication and devices in distance learning is applying appropriate instructional design that will handle the constraints of these technologies. Based on his experience in this field, the author has developed a new theoretical model called SMSE — Scenario, Message, Synchronization, and Evaluation. This instructional design model maximizes the effectiveness of mobile learning outcomes by providing a workable approach that deals with the constraints of mobile technologies. The purpose of this paper is 1. to explain the mobile learning environment and its challenges; 2. to show the fundamental importance of the SMSE model to instructional design for mobile learning; and 3. to illustrate the application of the SMSE model through mClass, a mobile learning Website developed by the author. A future implementation of mClass with SMSE will add mobile learning features to existing online learning platforms such as Blackboard.
