Paper Abstract:      Public sector organisations encounter many design options and challenges that must be managed in order to provide more productive and attractive eGovernment interface. There are several eGovernment assessment tools which evaluate countries’ eGovernment development according to a variety of perspectives (economic, human, technological etc.), which aim to assist them towards making progress with service innovation and to help them move forward. Those instruments rank countries according to different criteria and at the same time are used by decision makers when devising information and communication policies and allocating resources to implement those policies. Despite their widespread use, current benchmarking and ranking tools have limitations. One of those limitations is that they do not provide adequate support to assess easily and practically national eGovernment back office operation. In this paper, five eGovernment assessment frameworks for computing eGovernment assessment indexes are illustrated and an eGovernment back office capacity assessment framework is proposed which could be applied complementary as a sub-index to existing approaches. Specific measurable dimensions are proposed and analysed.
