Paper Abstract:      The purpose of this paper is three-fold: (1) to present a new theoretical model for Citizen Participation in Parliaments and other Regional and Local Authorities (RLAs), (2) to share our experience (lessons learned) in the implementation of two specific e-Democracy initiatives in the Basque Parliament known as “Zabalik” and “Parte Hartu”, and (3) to introduce a third e-Democracy project to be known as “ParlamAuto”. Our early results appear to indicate that citizens are willing to engage and participate, once government officials make a sincere and determined stand to invest resources, listen, and to act on citizens´ concerns and recommendations.
