Paper Abstract:      In Japan, city planning is focused on incorporating residentsÂ’ opinions and proposals that are solicited through workshops (WS). However, it has been recognized that, primarily due to time limitations, the information gathered at these workshops does not properly reflect residentsÂ’ opinions. A two-stage workshop program is proposed to address this issue. In addition, an image sharing support tool (ST) to be used at WS sites has been developed. The ST can reproduce a virtual townscape that can be explored from various perspectives. In addition, the ST includes functions which allow users to change materials and colors and position streetscape elements such as benches and trees. The ST also includes an input function for comments. Three Stage-I WSs were held to verify the usefulness of the WS program and the ST. In future, the ST will be used in Stage-II WSs
