Paper Abstract:      New innovations have brought improvements to the developing countries. However, digital divide exists even today between countries and inside countries. Idea of this paper is two-sided. First the goal is to study from literature how Finland and the World Bank try to close the digital divide. Then the objectives and the actions of Finland and the World Bank are analyzed from the perspective of the grassroots level, which is based on our case study in Senegal. From these bases we try to find out, how well poor people and their needs are considered by Finnish foreign ministry and the World Bank.
