Paper Abstract:      This paper presents a theory-driven thematic analysis of the critical factors for evaluating the public value of e-government in Sri Lanka. A comprehensive review of the relevant literature is conducted for building a theoretic foundation on the identification of the scope of e-government, the source of public value creation, and the kind of public value. Using the qualitative data collected from Sri Lanka, thematic analysis is performed for identifying the critical factors for evaluating the public value of e-government. The analysis reveals that public information online, public services online, information and services through e-enabled counters, user orientation of public service delivery, improving organizational efficiency, openness and responsiveness, enhancing trust, ensuring confidentiality of citizens, achieving social equity, and environmental sustainability are critical factors for evaluating the public value of e-government.
